چکیده

یکی از کارکردهای اساسی و مهم سازمان بهزیستی هنگام وقوع حوادث طبیعی، مانند سیل و زلزله، بوده و پس از رخداد چنین حوادثی کمک ­رسانی به افراد آسیب­ دیده از طبقات پایین جامعه را بر عهده می ­گیرد. این پژوهش بنا دارد تا با شناسایی دقیق فعالیت‌ها و فرایندهای اجرایی «سازمان بهزیستی»، عوامل ایجاد ناپایداری در زنجیره تأمین این سازمان را مشخص کند و در­نهایت به رتبه‌بندی این عوامل بپردازد؛ سپس بر اساس این عوامل نقاط آسیب‌پذیر سازمان در برابر عوامل ایجاد ناپایداری بررسی می‌شود. در این راستا از مدل‌سازی معادلات ساختاری بهره گرفته شد. در ابتدا با مرور مبانی نظری و بررسی نظریه­ های موجود، یک چارچوب مفهومی اولیه در این رابطه شکل گرفته است؛ سـپس ایـن مدل با بهره­ گیری از روش ­های مختلف در طی پژوهش، تعدیل و مطابق بـا شـرایط «سازمان بهزیستی» اصلاح شده است. در ادامه مـدل مفهومی پژوهش در قالب یک ساختار چندبُعدی برای نرم ­افزار AMOS تعریف شده است. پس از بررسی فرضـیه ­هـا از نـوع روابط بین متغیرها و انجام تغییرات لازم، سرانجام مدل با توجه به شرایط «سازمان بهزیستی ایران»، اصلاح و نهـایی شـده است.

چکیده [English]

One of the important functions of the Welfare Organization is in the event of natural disasters, such as floods and earthquakes, which after such incidents, assists the affected people from the lower classes of society. In this research, we will identify the factors creating instability in the supply chain of this organization by identifying the precise activities and processes of the organization of welfare, and ultimately, prioritize and rank these factors. In this regard, we used structural equations modeling. Initially, by reviewing the literature and examining theories, an initial conceptual framework in this regard is shaped; then, this model has been modified using various methods during the research, and modified accordance with the conditions of the Welfare Organization. Subsequently, the conceptual model of the research is defined as a multi-dimensional structure in AMOS software. After examining the hypotheses of relationships between variables and making the necessary changes, the model has finally been modified according to the conditions of the welfare organization of Iran.
