شناسایی راهبردها و سیاست‌های اجرایی ارتقای نظام استانداردسازی و مدیریت کیفیت، مبتنی بر چشم‌انداز جمهوری اسلامی ایران در افق 1404

چکیده

با جهانی‌شدن بازارها، استانداردهای بین‌المللی برای توسعه فرایندهای تجاری و حصول اطمینان از رعایت قواعد صادرات و واردات محصولات در سطح کارایی و ایمنی، بسیار حیاتی هستند. مشارکت فعال در تدوین استانداردهای بین‌المللی و هماهنگ‌سازی روش‌های ارزیابی انطباق با آن‌ها می‌تواند باعث افزایش رقابت‌پذیری محصولات، کاهش هزینه و انتقال دانش و فناوری روز دنیا به کشور شود. هدف از این پژوهش، شناسایی راهبردهایی در حوزه‌های مختلف نظام استاندارد و مدیریت کیفیت، به‌منظور دستیابی به چشم‌انداز «توسعه، پیشرفت و رفاه اجتماعی با استاندارد» در کشور ایران است. رویکرد پژوهش، کیفی، و از روش سنتزپژوهی بهره گرفته ‌شده است. جامعه پژوهش کلیه قوانین و اسناد بالادستی جمهوری اسلامی ایران، اسناد بین‌المللی و اسناد راهبردی سایر کشورها در زمینه استاندارد و کیفیت هستند که 16 سند بر اساس ملاک‌های تعریف‌شده و به روش هدفمند تا رسیدن به اشباع داده انتخاب شدند. تحلیل داده­های با روش تحلیل مضمون و استفاده از نرم‌افزار ماکس کیودای نسخه 10 صورت گرفت که منجر به استخراج 18 راهبرد در 3 مقوله اصلی و 57 دستور کار سیاستی قابل‌اجرا در «سازمان ملّی استاندارد ایران» شد. نتایج این پژوهش می‌تواند به‌صورت مستقیم مورداستفاده مدیران ارشد سازمان یادشده، اعضای شورای عالی سیاست‌گذاری سازمان و دستگاه‌های نظارتی و بازرسی قرار گیرد.

In the era of globalized markets, international standards play a crucial role in the development of business processes and ensuring adherence to export and import regulations, efficiency, and safety measures. Actively engaging in the formulation of international standards and harmonizing assessment methodologies can lead to enhanced product competitiveness, cost reduction, and the infusion of cutting-edge global knowledge and technology into a country. The objective of this research is to identify strategies in various domains of the standardization and quality management system, aiming to achieve the vision of "Development, Progress, and Social Welfare through Standards" in Iran. The research employs a qualitative approach and utilizes the research synthesis method. The research population encompasses all higher-level laws and documents of the Islamic Republic of Iran, international documents, and strategic documents from other countries pertaining to standards and quality. A systematic selection process led to the identification of 16 documents based on predefined criteria, saturating the data collection. Thematic analysis, facilitated by "Max Quda" software version 17, extracted 18 strategies across three primary categories and 57 actionable policy directives within the framework of the "National Standards Organization of Iran." The outcomes of this study hold direct utility for senior managers within the Standard Organization, members of the Supreme Policy Council, and regulatory and inspection entities.
