شناسایی و اولویت‌بندی عوامل تأخیر و راهکارهای تحویل به‌موقع مبتنی بر EFQM در صنعت هواپیمایی

چکیده

در دنیای رقابتی امروز، رعایت الزامات مشتری‌مداری شرط اصلی پایداری در بازار غیرانحصاری و رقابتی است. عدم‌­تحویل به‌­موقع محصولات، سبب بروز نارضایتی مشتریان و تحمیل هزینه‌های اضافی خواهد شد. از این رو تأخیر پروژه‌ها و ارائه‌ راهکارهایی برای رفع آن‌ها یکی از مشکلات مهم در سازمان‌ها تلقی می‌شود. این پژوهش با هدف شناسایی و اولویت‌بندی عوامل تأخیر و راهکارهای تحویل به‌­موقع محصولات در صنعت ساخت و تولید اقلام و سامانه‌های هوایی در محدوده زمانی سال 1398 انجام ‌شده است. بدین منظور عوامل تأخیر با استفاده از مدل تعالی سازمانی شناسایی و دسته­‌بندی شدند؛ سپس با استفاده از تکنیک مدل‌سازی ساختاری - تفسیری، روابط شبکه‌ای وابستگی عوامل تأخیر و راهکارها مشخص و میزان تأثیر آن‌ها در تأخیرات با روش تحلیل شبکه‌ای محاسبه شد. در­نهایت با تحلیل اهمیت - عملکرد و بر اساس سه شاخص میزان هزینه برای اجرای راهکار اصلاحی، مدت‌زمان لازم برای اصلاح و دسترسی و امکان‌پذیری، راهکارهای قابل‌پذیرش تعیین و اولویت‌بندی گردید. یافته‌ها نشان داد که از میان 113 عامل تأخیر شناسایی­‌شده، 45 عامل دارای تأخیر ریشه‌ای بوده است. پس از انجام مدلسازی ساختاری تفسیری 19 عامل ریشه‌ای تاثیرگذار (محرک) مشخص گردید و سپس 14 راهکار اصلاحی همراه با وزن‌دهی و اولویت‌بندی آن‌ها توسط خبرگان تعیین شد.

In today's competitive world, compliance with customer requirements is a primary requisite of staying in a non-exclusive and competitive market. The late delivery of products results in the dissatisfaction of customers and imposes additional costs. Hence, one of the critical problems in the organization is the delay of the projects, which makes considering strategies for addressing them essential. This research was carried out in the industry of manufacturing airborne items and systems in 2020 to identify and prioritize the delay factors and timely delivery strategies of products. For this purpose, identifying and classifying the delay factors is done through the organization excellence model and then the dependence network relations of delay factors and solution determined by interpretive structure modeling technique and their impact on delays calculated by network analysis. Finally, by analyzing the significance-performance and the three indexes cost solution for implementing corrective amount, duration and availability for modification and feasible, acceptable solutions were identified and prioritized. The findings showed that 45 factors were root causes of delay, from among 113 detected delay factors, and after interpretive structure modeling, 14 corrective strategies and weighting and prioritizing were proposed by the experts.
