ارزیابی مدل تعالی به‌منظور توسعه و توانمندی منابع انسانی (موردمطالعه: نیروگاه تولید پراکنده شمس‌آباد)

چکیده

پژوهش حاضر با هدف توسعه و توانمندسازی کارکنان نیروگاه تولید پراکنده شمس‌­آباد با تعیین معیارها و زیرمعیارها توسط متخصصان این حوزه در جهت رشد و تعالی این سازمان انجام شد و اولویت‌بندی با استفاده از تحلیل شبکه‌­ای مدل با رویکرد فازی صورت‌گرفت که نتیجه این امر می­‌تواند در تصمیم‌گیری‌های استراتژیک نیروگاه تولید پراکنده مؤثر باشد. در این پژوهش با استفاده از معیارها و زیرمعیارهای مدل و نظر خبرگان، پرسشنامه دلفی طراحی و در جامعه آماری توزیع شد که در سه دور صورت گرفت. پس از دور سوم پرسشنامه دلفی، به غربال زیرمعیارها که دارای درجه اهمیت کمتری بودند، پرداخته شد و در­نتیجه 4 معیار و 8 زیر­معیار باقی ماند. در گام بعد وزن معیارها و زیرمعیارهای غربال­‌شده با استفاده از روش ANP فازی تعیین شد. نتایج نشان داد که پشتوانه مالی قوی در به‌کارگیری فناوری­‌های جدید بیشترین اهمیت را در میان معیارها دارد. دوره­‌های آموزشی خارج از سازمان برای فناوری‌­های جدید و مهارت استفاده از منابع در تعمیر نگهداری دستگاه‌­ها به‌­ترتیب در رتبه‌های دوم و سوم قرار گرفته‌­اند.

چکیده [English]

The main purpose of this research was to develop and empower the power plant staff (Shams Abad) which was done by power plant specialists in order to grow and improve the organization. and prioritize it using fuzzy model network analysis which can be effective in strategic decision making of the Distributed Power Plant. This study using Delphi questionnaire design and experts' criteria and sub-criteria, we designed Delphi questionnaire and distributed to statistical population. In the next step, the weight of the criteria and sub-criteria screened was determined using fuzzy ANP method. The results showed that strong financial support for the application of new technologies was the highest among the criteria. Out-of-the-box training courses on new technologies and resource utilization skills in device maintenance are ranked second and third, respectively.
