Crisis management in the post-crisis phase is to minimize casualties. Relief logistics provides the ability to quickly transfer relief and needed materials to the affected area and the evacuation of the injured population. During natural disasters, physical infrastructure such as roads and bridges are often destroyed which results in the access to the affected areas to become difficult. In this case, helicopters are the most suitable vehicle to use. In this paper, a mathematical model for the post-disaster relief logistics is proposed to provide relief and plan for the transfer of helicopters and relief personnel to the areas. The proposed mathematical model is solved by using the epsilon constraint and LP-metric methods for the case study of the Tabriz fault located in Tabriz city of Iran. 13 affected areas, 3 temporary facilities and 5 modes of helicopters have been considered. The relevant results help to minimize the costs of hiring rescue personnel, the fixed and operational costs of helicopters, and also to minimize the time of rescue helicopters, which are the goals of this research. The results show that the decrease in the percentage of demand for relief personnel leads to a decrease in the time as well as a decrease in the cost. This research will help managers decide better to help affected areas after a disaster.
