اولویت‌بندی اهداف استراتژیک کارت امتیازی متوازن با استفاده از رویکرد کمّی SWOT و روش‌های تصمیم‌گیری چندشاخصه فازی

چکیده

در پژوهش حاضر، پس از مطالعه مبانی نظری کارت امتیازی متوازن و بررسی راه‌حل‌های ارائه‌شده برای بهبود کاربرد آن در توسعه نقشه استراتژی و اهداف استراتژیک که روشن‌کننده مسیر حرکت سازمان در مسیر رشد و دستیابی به اهداف سازمانی است، مدلی پیشنهاد می­شود تا با نگاهی نو و کاربردی، روابط اهداف استراتژیک تعیین و اولویت‌بندی شوند. در این پژوهش، نقاط قوت و ضعف و فرصت‌ها و تهدیدهای اولویت‌دار سازمان به‌عنوان معیارهای ارزیابی اهداف استراتژیک در نظر گرفته‌ شده است؛ سپس با استفاده از تکنیک تاپسیس فازی توسعه‌یافته بر اساس احتمال اهداف استراتژیک اولویت‌بندی شده­اند. در روش تاپسیس فازی پیشنهادی مفهوم روش ﭘﺮﺗﻔﻮی میانگین ـ واریانس مارکویتز برای بهبود روش تاپسیس فازی به‌کار رفته است. برای به‌کارگیری تکنیک تاپسیس فازی باید معیارها وزن­‌دهی شوند. با توجه به وجود ارتباط و وابستگی درونی نقاط قوت، ضعف، فرصت‌ها و تهدیدها از روش تحلیل شبکه‌ای برای وزن­دهی آن‌ها استفاده‌ شد. پس از اولویت‌بندی اهداف، ارتباطات آن‌ها با استفاده از روش دیمتل فازی تعیین‌ شده و نقشه ارتباطات علت و معلولی میان آن‌ها ترسیم شد. درنهایت یک مطالعه موردی برای نشان­دادن اثربخشی روش پیشنهادی ارائه شده است.

چکیده [English]

Strategic planning is necessary for success and creating competitive advantage in a complex and dynamic environment of today's organizations. Balanced Scorecard is a relatively new tool for planning strategies and implementing strategy. One of the main stages related to the Balanced Scorecard deployment in organizations or companies, is prioritization of strategic objectives in the strategy map. In this paper, prioritized strengths, weaknesses, opportunities and threats of the organization are considered as criteria for evaluating strategic goals. There are different approaches for strategic objective prioritization. In this paper, strengths, weakness, opportunities, and threats were considered as criteria of a decision matrix. Then Fuzzy Technique for Ordering Preferences Similarity to Ideal Solution (TOPSIS) technique, one of the best techniques in Multi-Criteria Decision Making, was used for prioritization of strategic objectives. Using Fuzzy TOPSIS needs to weight of criteria. According to the internal relationships between strengths, weakness, opportunities, and threats, Analytical Network Process (ANP) was used to weight them. Finally, a case study is provided to illustrate the effectiveness of the proposed method.
