Introduction and objectives: Industrial revolutions have provided unique opportunities for the growth and development of nations. Historical experience has shown that the winners and losers of industrial revolutions depend on their ability to adapt to changes and leverage new technologies. The Fourth Industrial Revolution is no exception. Its significance lies in its profound transformation of economic, social, and environmental structures, enabling countries to dramatically enhance their productivity and competitiveness through advanced technologies. Nations that can implement the technologies of this revolution more swiftly will lead in productivity, modern production, and efficient resource utilization. Proper industrial policymaking is the most critical prerequisite for achieving this goal. This study aims to identify and analyze the macro strategies for implementing Fourth Industrial Revolution technologies as a horizontal policy in Iranian industries. In this regard, the necessary actions that policymakers must take to establish institutional infrastructures have been identified, and their interrelationships analyzed.
Methods: In this research, a panel of experts comprising industrial and economic practitioners first identified a set of factors influencing the implementation of Industry 4.0 in the country. After identifying ten key factors, the Fuzzy DEMATEL technique was employed to analyze their interrelationships. As a comprehensive analytical tool, Fuzzy DEMATEL enables the examination of causal and dependent relationships among complex factors and provides a structural model of their interactions. This model classifies the factors into causal and effect groups and visualizes their interactions through diagrams.
Findings: The results of the analysis indicate that the establishment of a regulatory body for Industry 4.0 is identified as the most influential factor in implementing these technologies. This body can play a pivotal role in achieving other factors through the development of implementation programs, legal reforms, financial support, and research promotion. Additionally, other key factors, such as "developing an implementation program for Industry 4.0," "financing the implementation of Industry 4.0," "revising operational plans aligned with Industry 4.0," and "monitoring industries and providing incentives based on their level of readiness," are recognized as highly influential. These findings provide a clear framework for policymakers, assisting them in designing effective industrial policies.
Conclusion: Based on the research findings, the first step for policymakers should be to establish a regulatory body for Industry 4.0. This entity should focus on tasks such as developing comprehensive implementation plans for these technologies, securing funding, reforming regulations, and creating incentive packages. Emphasizing this foundational measure will pave the way for achieving other factors and accelerate the implementation of Fourth Industrial Revolution technologies. The set of factors and strategies presented in this study can serve as an appendix to the country’s industrial development policies and provide the necessary infrastructure for digital transformation in Iranian industries.
