اولویت بندی پروژه های بهبود در مدل EFQM با رویکرد کارت امتیازی متوازن (مطالعه موردی: شرکت برق منطقه ای یزد)

چکیده

مدل تعالی EFQM با تعیین جایگاه سازمان در مسیر تعالی، ابزاری عملی برای کمک به سازمان هاست، و به درک کمبودها و نواقصشان کمک می نماید. این مدل با ارائه راهکارهایی در قالب پروژه های بهبود، به سازمان کمک می نماید که در مسیر سیستم های مدیریتی مناسب پیش رود. کمبود امکانات و محدودیت منابع، سازمان ها را از پیاده سازی همزمان کلیه پروزه های حاصل از فرایند خودارزیابی مدل تعالی سازمانی باز می دارد. در نتیجه، اولویت بندی پروژه های بهبود پیشنهاد شده توسط مدل EFQM، با توجه به اهداف استراتژیک و بلندمدت سازمان، ضروری به نظر می رسد. با توجه به بررسی های صورت گرفته، متأسفانه در مدل EFQM چارچوبی برای اولویت بندی پروژه های بهبود، با توجه به خط مشی و استراتژی های سازمان، وجود ندارد. در این راستا، این پژوهش در صدد است مدلی را بر اساس رویکرد کارت امتیازی متوازن ارائه نماید که با آن بتوان پروژه های بهبود پیشنهاد شده توسط EFQM را اولویت بندی نمود.

چکیده [English]

The EFQM Excellence Model is a practical tool to help organizations understand their shortcomings and deficiencies by positioning the organization in the path of excellence. This model helps organizations move forward with appropriate management systems by providing solutions in the form of improvement projects. Lack of resources and resource constraints prevent organizations from simultaneously implementing all the processes resulting from the self-evaluation process of the organizational excellence model. As a result, prioritizing the improvement projects proposed by the EFQM model seems necessary in light of the organization's long-term strategic goals. According to the reviews, unfortunately, in the EFQM model, there is no framework for prioritizing improvement projects, given the organization's policies and strategies. In this regard, this study seeks to present a model based on the Balanced Scorecard approach that can prioritize improvement projects proposed by EFQM.
