اولویت بندی شاخص های بلوغ HSE (مورد مطالعه: شرکت پالایش گاز سرخون و قشم)

چکیده

سازمان­ های امروزی که در یک دنیای حساس به مسائل اجتماعی و زیست محیطی بسر می ­برند، لازم است علاوه بر رضایت مشتریان، به سلامتی و رفاه کارکنان و همچنین حفاظت از محیط زیست اهمیت ویژه ­ای دهند. یکی از مهم ترین مواردی که شرکت­ ها را به سمت استقرار و بهبود سیستم ­های ایمنی، بهداشت و محیط زیست ترغیب می­ کند، بروز انتظارات اساسی از طرف ذینفعان سازمان در حوز ه­های ایمنی، سلامتی و بخصوص محیط ­زیست است. صنایع نفت و گاز یکی از مهمترین صنایع در کشورمان می­ باشد که به بحث بهداشت، ایمنی و محیط ­زیست (HSE) توجه ویژه ­ای داشته و تعیین نقاط ضعف و قوت HSE در این سازمان ­ها از اهمیت بالایی برخوردار است. هدف از این پژوهش ارائه مدل بلوغ HSE برای صنایع نفت و گاز می ­باشد تا سازمان با استفاده از این مدل نقاط ضعف خود را شناسایی و در جهت رفع آنها قدم اقدام کنند. جامعه آماری پژوهش کارشناسان و خبره­ های HSE پالایشگاه سرخون و قشم می ­باشد. این مدل همانند مدل تعالی سازمان (EFQM) دارای دو بخش توانمندسازها و نتایج می ­باشد. به منظور تعیین ابعاد بخش توانمندسازها و نتایج به ترتیب از مدل­های HSE-MS و HSEE استفاده شده است. شاخص ­های بلوغ HSE از طریق مصاحبه نیمه ساختار یافته  با خبرگان سازمان و نیز پیشینه تجربی پژوهش شناسایی شده و به منظور تعیین اهمیت ابعاد و شاخص ­ها از ترکیب تکنیک ­های دیمتل فازی و ANP فازی استفاده شده است و با در نظر گرفتن امتیاز 500 برای هر کدام از قسمت­ های توانمندسازها و نتایج، در قسمت توانمندسازها ابعاد استراتژی و خط ­مشی با امتیاز 97 ، ارزیابی و مدیریت ریسک با امتیاز 85 و رهبری، تعهد و فرهنگ با امتیاز 80 اولویت ­های اول تا سوم را به خود اختصاص دادند؛ در بخش نتایج نیز ابعاد ایمنی با امتیاز 172 ، بهداشت با امتیاز 142 و محیط ­زیست با امتیاز 137 دارای اولویت ­های اول تا سوم هستند. در مدل  EFQM و یا سایر مدل­ های بلوغ، شاخص ­های دارای امتیاز و وزن نبوده و اهمیت همه شاخص ­ها یکسان در نظر گرفته می­ شود؛ ولی در مدل بلوغ ارائه شده شاخص ­های هر یک از ابعاد دارای امتیاز بوده و تاثیر شاخص ­های با اهمیت در سنجش بلوغ HSE بیشتر می ­باشد. در نهایت سطح بلوغ HSE شرکت پالایش گاز سرخون و قشم با استفاده از مدل ارائه شده در پژوهش مورد سنجش قرار گرفت که شرکت با کسب 80.2% کل امتیازات در جایگاه 3 (سطح رشد یافته) قرار گرفت.
