ارائه روششناسی پالایش اهداف استراتژیک بهمنظور تدوین نقشههای استراتژی: رویکرد ترکیبی بسط عملکرد کیفیت و غربالگری فازی

چکیده


     نقشه‌های استراتژی مسیر خلق ارزش در سازمان‌ها را نشان می‌دهند. یکی از مهم‌ترین دغدغه‌های سازمان‌های امروزی، اجرای استراتژی‌ها است. در اهمیت نقشه‌های استراتژی همین بس است که نقطه‌ شروع جاری‌سازی استراتژی در بسیاری از دیدگاه‌های نوین حوزه استراتژی قلمداد می‌‌شود؛ در‌حالی‌که با گذشت سال‌ها از ارائه این مفهوم هنوز نقص‌ها و کمبودهای بسیاری در زمینه تدوین نقشه‌های استراتژی وجود دارد که همواره از جانب بسیاری از صاحب‌نظران موردتوجه قرار گرفته است. یکی از این کمبودها که نشان‌دهنده یک نقطه بالقوه برای بهبود روش‌شناسی تدوین نقشه‌های استراتژی محسوب می‌شود، وجود رویکرد یا سازکاری برای انتخاب و پالایش اهداف استراتژیکی است که باید در نقشه قرار گیرند. اهمیت این بحث به این دلیل است که درعمل سازمان‌ها ‌هنگام تدوین نقشه استراتژی خود با انبوهی از اهداف مواجه می‌شوند که نسبت به حضور همه آن‌ها در نقشه با نوعی وسواس و طمع نیز مواجه می‌شوند. در این تحقیق می‌کوشیم با ارائه یک رویه گام‌به‌گام و با بهره‌گیری از ابزار مفید و پرکاربردی چون بسط عملکرد کیفیت و روش غربال‌گری فازی و ارائه مفهوم خانه‌های اهداف استراتژیک، درجهت رفع این کمبود گام برداریم. رویه‌ی ارائه‌شده را درنهایت در یک مورد عملی به‌کار بردیم و نتایج آن را شرح دادیم.
